Amaechi, Rivers Assembly Disagree Over TIMARIV Act

Rivers State Governor, Chibuike Rotimi Amaechi and the State House of Assembly seem to be at logger-heads following the refusal of the government to sign into law the amended act of the State Traffic Management Agency (TIMARIV).

?The House had embarked on the amendment of the Act establishing the agency following public outcry on the activities of the officials of TIMARIV who wield enormous powers more than any other traffic agency in the state.

?Amaechi has last Thursday signed five out of the six bills presented to him to assent by the leadership of the House of Assembly but refused to assent to the TIMARIV Amendment Bill.

?The bills signed into law included the Rivers State Universal Basic Education Amendment Bill 2012, the Rivers State Senior Secondary Schools’ Board Bill 2012, the Rivers State Governor and Deputy Governor Pensions and Fringe Benefits Bill 2012.

?Others were the Rivers State House of Assembly Service Commission Amendment Bill 2012 and the Rivers State Water Sector Development Law 2012.

?A source close to Government House, Port Harcourt told LEADERSHIP that the governor told the leader of the House, Hon. Chidi Julius Lloyd he would not sign the? TIMARIV Amendment Bill into law as the House did not consult him before embarking on the amendment.

?The source said: “The governor told the House leader that since he (the governor) was not consulted before the House began the amendment process, he would not assent to it yet as he would need time to read through all the amendments.”

?He further said that the governor was unhappy with the? lawmakers on the hasty manner they passed the amendment bill into law without consulting widely.

?LEADERSHIP observed that the State House of Assembly passed the TIMARIV Amendment Bill into law on Thursday, May 24, 2012 barely 24 hours after it held a public hearing on the bill.

?Presenting the report of the House Committee on Transport on the bill on the floor of the House before it was passed into law, Chairman of the committee, Hon. Victor Ihunwo said there were huge outcry from participants at the public hearing over the activities of the officials of TIMARIV.

He further said that the governor was unhappy with the? lawmakers on the hasty manner they passed the amendment bill into law without consulting widely.
