CPC To Conduct Membership Bio-metric Registration

The Congress for Progressive Change (CPC) has concluded plans to conduct membership data registration early next year as part of the initiatives to ascertain its strength nationwide.

The CPC National Financial Secretary, Mr Folorunso Longe, made this known to the News Agency of Nigeria (NAN) in Abuja on Thursday.

According to him, the bio-metric data will help the party to have an authentic data of its members and to discover any forms of rigging during its primaries.

The financial secretary said the measure would go a long way in assisting the party during the process of merger with other political parties.

In another development, the CPC Deputy National Secretary, Mr Okoi Obono-Obla, said that All Nigeria Peoples Party (ANPP) had officially indicated its interest to merge with the CPC.

``In this regard, ANPP, one of the strong opposition parties, has written to us and given us the names of its members, who will participate in the merger committee that will discuss with us.

``We are going to reciprocate to this gesture, we are very happy that ANPP, one of the major political parties in the country, has reached out to us,” he said.

Obono-Obla urged other opposition parties to key in to what ANPP had done, pointing out that none of the opposition parties could do it alone to defeat the ruling party.

He said that CPC had resolved to organise a political summit of all the opposition parties to come together to form a formidable position on the proposed constitution amendment.

``We need to form a common front on powers of INEC, on the conduct of elections. We are thinking that elections should not be staggered.

``One of the factors that is responsible for chaos during general elections is the staggering of elections.

``We are thinking that we should make a proposal for constitutional amendment so that elections to the positions of president,  governors, and the National Assembly among others should hold on the same day,'' he said. (NAN)

Gov. Aliyu Berates Those Who Celebrated Yakowa’s Death

Gov. Babangida Aliyu of Niger has chided those Nigerians  reported to have celebrated  the death of late Gov. Patrick Yakowa of Kaduna State, describing them as ``inhuman''.

Aliyu made the remark while receiving the Speaker of Niger House of Assembly, Alhaji Adamu Usman who led other members of the Assembly to pay a condolence visit on him.

The News Agency of Nigeria (NAN) reports that the visit on Aliyu was with regard to his position as chairman of the Northern Governors' Forum.

``No matter the religion one professes, the simple tenet is that we should sympathise with the dead and the bereaved and pray for the repose of the soul of the departed whose death is a colossal loss,’’ the governor said.

He described as unreligious and inhuman the Nigerians reported to have through the social media rejoiced over the death of the former governor..

``Immediately we start praying for our leaders to die, then we are asking that the whole society should die. We must pray for our leaders. We must go back to our faith and practise our religion as demanded by the almighty Allah.

``We must talk to our children. We must be involved in the moral and religious education of our children. This development shows that we are failing in the duty to train our children,’’ Aliyu said.

He described late Yakowa as a bridge-builder who brought Muslims and Christians in Kaduna state together, saying the late governor provided peace and tranquillity.

Earlier, Usman had said the legislators were impressed with the humility the late governor displayed throughout his lifetime which endeared him to a large number of Nigerians.

He said Speakers in the Northern part of the country received the news with great shock but were consoled that the deceased had left an indelible mark in the sand of times. (NAN)

PDP: e-Registration And The Quest For Internal Democracy

The recently held retreat on capacity building for Zonal/ State Publicity and organisation staff of National Secretariat in Uyo, Akwa Ibom State by the ruling People’s Democratic Party (PDP) has identified e-registration as an instrument for internal party democracy. STANLEY NKWOCHA, who attended the retreat, brings this issue and others raised at the event into perspective.

For participants at this recently organised retreat, nothing could have been more apt at this time as they converged at the Banquet Hall of the Government House in Akwa Ibom.

For many a participant, it was indeed a great deal of foresight for the national publicity secretary, Chief Olisa Metuh, and the national organising secretary, Alhaji Abubakar Mustapha, whose offices facilitated and coordinated the event.

Welcoming participants at the retreat, national organising secretary of the party, Dr Abubakar Mustapha, harped on the strength of the PDP and said the onus was on the party to continue to set the agenda for party leadership ideals.

Abubakar said he was confident that the retreat would go a long way in deepening party value system and introduce new policy directive for the party in line with the party’s   reformation agenda as well as the Presidents transformation ideals.

Akwa Ibom Governor, Obong Godswill Akpabio, now touted as the most performing governor in the country in his capacity as the chief host, described the retreat as ‘uncommon’ noting that it was the first time a retreat of this nature was being organised.

While commending the leadership of the party for hosting the retreat, the governor expressed optimism that the retreat would help deepen internal democracy and help the party in organisation of congresses, enhance communication skills, and further aid in policies advancement and proliferation of government activities.

In his keynote address at the event, national chairman of the PDP, Dr. Bamanga Tukur said it is bye to days of imposition and parallel list of congresses in the party.

Tukur said that having sworn to abide by the spirit of the founding fathers of PDP in building and nurturing a political party that would set the ideal in party administration and governance, he was not prepared to compromise the wishes of the people.

Said Tukur: “I have said it at some other occasions that the era of imposition is over; that the era of parallel lists of congresses is also over. I wish to state further that the era where the wishes of the people are whimsically annulled as far as our leadership of the PDP is concerned is far gone for ever.

“It suffices that we intend to emphasis that we are not ready to compromise our stake on internal democracy and that we are not going to yield to any ground in our determination to ensure that fairness guides our internal party practices.

“On March 8, 2012 we promised to use the historic opportunity of our leadership of the ruling party to chart a new course for the party and by implication for the nation.

“We also promised to bring back to the front burner the founding ideals of our great party as a catalyst for re-directing national development goals and objectives,” Tukur said.

And thus was the stage set for Dr. Okwesilieze Nwodo, former national chairman of the Peoples Democratic Party (PDP) to take the lead shot. Nwodo’s paper was  titled “Deepening Democracy Through Internal Party Democracy: Strategies for Conducting Credible, Free and Fair Party Congresses and Primaries”.

Nwodo who warned against  violating  the wishes of the electorate, saying it remained the primary source of political upheavals in the nation, stressing  that credibility of elections remained a yardstick for accepting leaders.

He reeled  that the public would accord respect to a political party only when such a political party adheres to internal democracy in selecting its candidates at elections.

“For a party to be taken seriously, the practice of internal democracy is a sine qua none.  It is the only way by which credible and respected leaders can produced,” Nwodo said.

Delving into e-registration which put him in trouble with party big wigs especially PDP governors whilst he was chairman, Nwodo called on the party leadership to adopt his the  e-registration of members, noting that it was bereft of manipulation.

He said if e-registration were adopted no aspiring member would be denied membership rights while the party would get its membership dues without inhibitions.

Said he, “By this module, nobody is disenfranchised from registering in the party.  The registration fees and annual dues go straight to the coffers of the party. It gives members the dignity of ownership of their party and the audacity of their participation in party activities.”

He further stated that the practice would guarantee constant funding for the party, party discipline as well as commitment to party ideology among ordinary members and elected political office holders.

But can Nwodo’s postulation be acceptable to larger party membership whose governors constitute a powerful power bloc in the party and have been known to always want to dictate who gets membership or not in the states?

It is a wide knowledge that attempts for the party to introduce e- registration during Nwodo’s era was met with stiff resistance by the governors, with some till date saying the reabsorption of some party men and women would amount to bringing in “scorpions” in the party’s fold.

For instance, just about three weeks ago, Abia State governor, T.A Orji, led a delegation from the state to protest against the planned return of his now estranged benefactor, Orji Uzor Kalu back to the party’s fold. This clearly is made so, as the governors are believed to have the final say in who joins or re-joins the party. A power that e-registration seeks to guard against.

However, the PDP may be contemplating heading for the e - registration if the communiqué at the end of the retreat is endorsed.

A communiqué released at the end of the retreat saw participants concluding  amongst others that e-registration of members would go a long way in fostering internal democracy.

“The Retreat notes that there is no alternative to internal Party democracy. To enhance this therefore, it recommends, as a matter of urgency, the introduction of e-registration and computerization of Party membership. This will ensure transparency in Party electoral processes,” the communique jointly signed by Chief Olisa Metuh, national publicity secretary and Alhaji Abubakar mustapha, national organising secretary jointly read.  

The three day  retreat with about 150 participants in attendance further observed that  that Nigeria is at a critical development curve and thus  called on the PDP to continuously improve on the workings of its processes and practices.

“The Retreat urges members to show more interest in the management of the media. The Party must engage in wide publicity and propagation of its policies, programmes and achievements to enhance greater understanding by the citizenry.

“The strategic importance of the offices of organization and publicity secretaries at all levels is vital for the progress and success of Party and Government policies and programmes. The party challenges them to rise up to the serial distortion of the achievements of PDP led governments by the opposition and further more  advocates less turn-over of Party officials to make for continuity and stability in the system,” the resolutions further read in part.

The two day exercise might have come and gone, but for just like Chief Olisa Metuh who chaired the sessions did say while drawing the curtains, what was achieved at the retreat cannot be quantified as the monumental gains will be made to rub off on the party’s administration.

Other resource persons who delivered papers at the retreat included Chief Colet Odenigbo who spoke on “The Power of New Media in Managing Perceptions in Emerging World Politics: Lessons for Nigeria”, while Chief Ebenezer Babatope spoke on “Motivational Methods for Membership Recruitment, Retension and Loyalty.”

While former presidential spokesman, Segun Adeniyi presented his paper on “Developing Skills in Communication: Achieving Effective Communication with Internal and External Publics”, Chief Aniette Okon talked on “Advancing Party Goals and Objectives through Strategic Communication”.

Dr Akilu Indabawa and Mallam Abba- Moro spoke on “Building Strong Party Chapters and Raising the Political Consciousness of Members and “The role of Communication in Mobilizing for effective Grassroots Penetration in a Democracy”, respectively.

All eyes are now on the ruling party to see if it would introduce the lessons at the Uyo retreat. However, kudos must be given to the Party for redefining the course of party policy and existence.

Anambra Govt. Plans To Spend N110.8bn For Its Services In 2013

The Anambra Government is to spend N110.8 billion for its services in the 2013 fiscal year, the Governor, Mr Peter Obi, has said.

Obi made the disclosure in Awka on Tuesday, while presenting the 2013 Appropriation Bill to the state House of Assembly for consideration and approval.

Tagged: “People’s Budget of Integrated Development VI'', the budget proposal represents an increase of 33.2 per cent above the N83.2 billion approved budget of 2012.

The 2013 proposed budget estimate is made up of N70.8 billion for capital expenditure and N39.9 billion for recurrent expenditure.

“An estimated sum of N70.8 billion is expected from capital receipts in 2013, an increase of 51 per cent over the budgeted sum of N46.9 billion for 2012,” he said.

The governor announced that the major priority of his administration in the coming year would be geared toward poverty reduction with the economic sector given an allocation of 32.3 per cent of the total capital budget.

Obi said that the state government would garner N12.5 billion as Internally Generated Revenue (IGR) and to get  N54 billion as its share from the Federation Account in 2013.

He said that to ensure the realisation and successful implementation of the budget, prioritisation of projects and programmes would be the guiding principle of government in the allocation of funds.

Responding, the Speaker, Mrs Chinwe Nwaebili, assured the governor that the appropriation bill would be accorded accelerated consideration and passage by the house.

Nwaebili subsequently referred the bill  to the house Committee on Finance and Appropriation, urging it to work on it through out the festive period for its early passage. (NAN)

Yakowa Was A Bridge-builder, Says Gov. Dickson

Gov. Seriake Dickson of Bayelsa has described late Gov. Patrick Yakowa of Kaduna State, as a detribalised Nigerian, who within his short life in government built bridges of love and unity.

Dickson made the observation in his tribute at the special valedictory session of the Bayelsa Executive Council held in Yenagoa on Tuesday in honour of Yakowa, who died on Saturday.

He said, ``The late Kaduna State governor was and will remain a great Nigerian patriot, who came to Bayelsa, building bridges of love and bonds of fraternity.

``He was dedicated and humble servant of the people of Kaduna State and Nigeria at large.'' 

The governor, who described the last Saturday incident that killed Yakowa, Azazi and others as a hurting nightmare, said that the day would forever remain dark in our memories forever.

He said that the nation lost two distinguished leaders and dedicated military officers in the ill-fated crash, adding that Yakowa died in active service while visiting Bayelsa as a friend of the state.

According to Dickson, with Yakowa’s untimely demise, our nation has lost a great leader and democrat who lived and believed in the unity of our nation.

``Bayelsa has lost a great friend and I, personally, have lost an elder brother,” he said.

The governor, who was accompanied to the special session by his wife, Rachael, assured late Yakowa’s widow, Aminatu that the government and people of Bayelsa would remain close to her.

According to the governor, we will always be with you now and forever.

In a tribute, former  Governor of Bayelsa, Chief Diepreye Alamieseigha, described Yakowa as a brother, who served the nation and Kaduna State as a deputy governor and governor meritoriously.

He said that upon the emergence of Yakowa as governor of Kaduna State, many Nigerians did not give him a chance to succeed as a governor, because of the ethno-religious politics in the state.

``But by divine providence, he became governor when his then boss, Namadi Sambo was elevated to Vice-President.

``Yakowa then proved his critics wrong by building bridges of love and unity. He was a nationalist and man of peace,” Alamieseigha said.

According to him, Yakowa is a celebrated democrat who believed in his people and celebrated them in governance.

He said, ``His departure should be a source of encouragement to all those who value peace and humility.”

The Secretary to the Bayelsa Government, Prof. Edmund Allison-Oguru, said that the valedictory session in honour of Yakowa was indeed a solemn moment in the remembrance of a great Nigerian leader, who died in humility.

He said, “From his name, Patrick Ibrahim Yakowa, you will see that the various ethnic groups can live together in unity.

``This is a man who built bridges of love and peace between the Northern and Southern Kaduna people,” the secretary said.

The Deputy Governor of Bayelsa, Rtd. Rear Admiral John Jonah, has been directed by Dickson to lead a government delegation to escort the corpse of Yakowa to Kaduna.

Meanwhile, Dickson is expected to lead an enlarged delegation of government and people of Bayelsa to Kaduna on Wednesday to commiserate with the family of Yakowa, the government and people of Kaduna State.

The governor said the delegation would also be in Abuja to commiserate with President Goodluck Jonathan and Vice-President Namadi Sambo, on the death of the victims of the crash. (NAN)

Obasanjo Mourns Yakowa, Azazi

Former President Olusegun Obasanjo has expressed shock at the death of Gov. Patrick Yakowa of Kaduna, Gen. Owoye Azazi, former National Security Adviser, and four others in a helicopter crash.

The naval helicopter crashed in Okoroba community in Bayelsa State on Saturday, killing Yakowa, Azazi, their aides, the pilot and co-pilot.

Obasanjo, who is in the United States, told the News Agency of Nigeria (NAN) on telephone that he received news of the crash and casualty with shock and regret.

''This is indeed a tragedy,” he said. “Our nation has lost compatriots whose contributions have been invaluable and who would still have been giving their best to our development.''

The former President expressed his heartfelt condolence to the families of the bereaved and prayed that God should grant them needed succour.

'' I pray that God in His infinite mercies grants the deceased eternal rest,'' Obasanjo said in the interview with NAN. (NAN)

US-based Northern Leaders Pay Tributes To Yakowa

Zumunta Association, a Northern Leaders' Forum based in the United States of America, has paid a tribute to the former governor of Kaduna state, late Patrick Yakowa.
 
In the tribute, a copy which was made available to our correspondent on Tuesday morning, the Northern group sayd: "We the members of Zumunta Association USA Inc. grieve over the sudden and tragic departure of the Governor of Kaduna State, Patrick Yakowa.  His passing has come at a time when the people of northern Nigeria , and indeed, the entire country, must rely on bridge builders like Governor Yakowa who are imbued with immense experience, talent and dedication to the   peaceful coexistence of the nation.  With his death, the country has lost a seasoned and deliberative administrator who dedicated his skills in a variety of critical areas of both state and federal administrations with great passion"
 
"It is with this zeal for purposeful leadership that Patrick Yakowa tackled the affairs of Kaduna State when he assumed his position as governor.   He saw to it that his policies and actions positively impacted all sections of the state.  Mr. Yakowa believed that the transformation of Kaduna state into a viable economic and industrial entity was contingent on a harmonious relationship among the people of Kaduna state.  The constitution of a peace and reconciliation committee, following the aftermath of last year’s elections, was a clear demonstration of the governor’s commitment to this dictum"
 
The tribute which was signed by the PRO of the association, Mrs. Lami Dogonyaro, further reads that "The members of Zumunta USA Inc. recall with fondness the ease with which this amiable governor and his wife Amina Yakowa, mingled and interacted with the crowd at our association’s Atlanta convention last year"
